Policy insights shared by the representative from the Beijing International Cooperation Center of Science and Technology (Beijing and Hong Kong, Macao and Taiwan Cooperation Center of Science and Technology)
The 2025 Zhongguancun International Lecture Series (Second Session) was successfully held at the Beijing Zhongke Resources Building on November 19, 2025. This event was hosted by the Beijing International Cooperation Center of Science and Technology (Beijing and Hong Kong, Macao and Taiwan Cooperation Center of Science and Technology) and the International and Regional Cooperation Center of the Beijing Academy of Science and Technology (BJAST), and organized by Beijing Zhongke Resources Co., Ltd., with the support from the Zhongguancun Global High-level Think Tank Alliance (ZGCTA).
As a significant vehicle for the Beijing Municipal Science & Technology Commission and the Administrative Commission of Zhongguancun Science Park in serving the internationalization of innovative entities and deepening global sci-tech cooperation, this event has been successfully held for twelve consecutive years since its inception in 2013, now a pivotal force in empowering enterprises to broaden international perspectives, enhance transnational business capabilities and promote the global application of innovative achievements. This hybrid session under the theme of “Building a Global Innovation Ecosystem and Enhancing Enterprises’ Internationalization Capabilities” brought together over 200 representatives from tech companies, heads of innovation institutions, experts and scholars. Thanks to a combination of policy interpretation, case studies and interactive discussions, it turbocharged the international development of innovative entities.
Zhang Zhang, Secretary-General of the International Technology Transfer Network (ITTN), delivered a keynote report, “From ‘Product Export’ to ‘Brand Export’: Enterprises’ Pathways of Building Internationalization Capabilities.” Combining the Global Innovation Index and Chinese tech transaction data, he provided an in-depth analysis of new trends in global tech transfer, pointing out that China’s technology exports in fields such as innovative drugs and AI have shifted from “one-way introduction” to “two-way empowerment.” Taking “NewCo Model” as an example, he systematically expounded on practical strategies and feasible paths for enterprises to integrate resources and mitigate risks by establishing innovative entities overseas. He also suggested that enterprises should focus on technology maturity and localization adaptation, actively leveraging mechanisms such as the BRI and BRICS to diversify the technology transaction ecosystem.
Representatives from the Beijing International Cooperation Center of Science and Technology provided a detailed interpretation of the “Measures for the Management of Funds in Support of the Internationalization of the Zhongguancun National Independent Innovation Demonstration Zone.” This focuses on “1+5” priorities, covering seven key areas including overseas R&D centers, international tech transfer, R&D incentives for foreign investment and the development of international journals. It adopts a “pre- and post-” subsidy approach, capped by tens of millions of RMB to effectively reduce the internationalization costs for the benefit of enterprises.
Participants engaged in lively interactive discussions on topics such as the process of exporting tech standards and compliance breakthroughs facing tech transfer barriers under the new circumstances. Drawing on practical experience, they distilled scenario-based solutions as a reference which combines strategic vision with practical feasibility to support enterprises’ internationalization strategy.
This session adopted a dual-driver approach of “policy + practice,” effectively enabling enterprises to systematically address key challenges in their internationalization process. ZGCTA will further leverage its role as a bridge to pull together quality intellectual resources around the world, continuously injecting insights and professional expertise into the lecture series. Together, we will further support Chinese enterprises to better integrate into the global innovation network at a higher level so that they would be able to take the initiative and gain a competitive edge in a new round of international competition.
